I received a reply within 24 hours offering to send me a replacement spinner, but I had to give the order number from the person who bought it for me.
After cleaning off the WD-40, I was able to spin it for 13 minutes, after starting out at 8 minutes and then after some cleaning with isopropyl.
The blue color and all-metal construction make the spinner feel good, but it has small chips around the edges that make it hard to hold.
I was happy to receive a replacement for my bike within 7 days, and it came without any scratches or damage, and on its first spin it was 9 min and 36 seconds.
I managed a 9:16 spin out of the box, which is great for the size and weight of this little guy, and for those who would like a bit more time just clean out the bearing really good and you could possibly squeeze out another min.

You can open the encasing to apply oil to the bearings, but they don't appear to be replaceable.

I received mine today 1/3/18 and it's a standard 608 bearing size. I removed the brass weights and replaced them with a heavy spinner that I got a vertical spin of 15 minutes.

If using a lubricant, it will make the bearings produce resistance, so please clean the bearing with alcohol.

There is a step in the disk, one side is slightly bigger to hold it in better, and they pop out if you drop them too much.
